I notice that on a motion background the text isn't transitioning smoothly - it hesitates just long enough to be a distraction.

On Windows XP (or less) we use the Overlay Mixer for displaying background video. This has the advantage that you get smooth video with low CPU usage, but it is not possible to display text with an alpha channel so the crossfade is not as smooth as it should be.
If you're using Windows Vista or Windows 7 we're using a newer technology so that the text crossfades should be smooth. It requires more CPU and a fast display adapter, but a PC that supports Windows Aero should be powerful enough.
